Local Government Emergency Management Coordination And Linkage Work Research

At present,Chinese society is experiencing unprecedented great development and great changes.Emerging development strategies such as “Belt and Road” and inherent reforms such as party and government agencies reforming are both a promotion to develop national power and a test of the ability to govern.At the same time,China is also facing an unprecedented crisis situation: natural disasters occur frequently,accidents are severe,public health risks are difficult to control,and social security is complex.Correspondingly,the institution system and mechanism system of emergency management are still not sound enough,there are gaps in the handling resources,and the experience and ability of handling personnel is insufficient,which makes the performance of governments at all levels in response to emergencies unfavorable.Recently,the emergency management system of local governments has been continuously improved,and an emergency model consisting of decision-making,comprehensive dispatch,professional handling,and on-site command has been formed.However,there are still many problems in coordinating between departments and teams,compared to the sound internal coordination between the upper and lower levels.The phenomenon of “being anxious but not moving” does happen from time to time.Therefore,the "coordination and cooperation linkage of local government in emergency management" has become an important research direction and has attracted the attention of more and more researchers.As one of the exploring pioneers in emergency management coordination and cooperation linkage of local governments,Deyang City has also taken a series of measures to carry out various attempts on coordination and cooperation linkage,and exposed more problems while achieving certain results.Based on the situation above,this paper takes Deyang City's development of coordination and cooperation linkage and typical practice cases as the main research object,uses the basic theories of emergency management,deeply explores the problems in the emergency management coordination and cooperation linkage,analyzes the causes of these problems,gives solutions,provides suggestions for the development of local government emergency management coordination and cooperation linkage.This paper is divided into six parts: The first part describes the backgrounds,goals and significances of the emergency management coordination and cooperation linkage,summarizes the research status in the world.The second part outlines the relevant theories of emergency management coordination and cooperation linkage of local governments.The third part summarizes the current situation of Deyang City's emergency management coordination and cooperation linkage,reflects the exploration made by Deyang City from the institution system and mechanism system,as well as the achievements,and gives the performance of Deyang City when handling four emergency events.The fourth part deeply analyze the problems in coordination and cooperation linkage,study the reasons from the institution system and mechanism system.The fifth part puts forward solution suggestions for solving the problems by SWOT analysis.About the institution system,local governments must develop "grand emergency" mode,regulate team building,and strengthen legal support.About the mechanism system,local governments must standardize emergency plan management,establish a new information circulation mechanism,solidify coordinated combat strategies,and promote emergency resources sharing.The last part draws general conclusions based on the above contents and prospects the follow-up research.
