Study On The Rule Of Law Of Village Regulations In The Rural Grassroots Governance

As an important part of rural social management,village regulations usually function to adjust the rural social relations.According to the relevant laws,policies and the practical situation of the village,villagers have made the rules and regulations that all the villagers commonly abide by these.It's the need of the rural villagers' autonomy and the significant foundation of the modernization of social governance to advocate taking the laws and regulations as the basis and taking the village regulations as the supplement.Village regulations play a crucial role in modern socialist countryside construction and in the process of accelerating the establishment of socialist rules of law in China.As the village regulations are used more and more widely in rural area,it's time to make research on the legalization of village regulations.Through a case study,my research focuses mainly on making exploration on some ways to solve the question about the legitimacy of outdated village regulations,regulate the village regulations lawful and make village regulations operate more effectively in the mechanism of villagers' autonomy.My research includes the preface,five main parts and the summary.The first part focuses on the general overview the basic content of village regulations by introducing the concepts,the properties and the developments in the course of legalization.The second part focuses on an introduction of elementary conditions on the targets of Zhongjiang County,Sichuan Province and to analyze how do village regulations work and lead good results in this area.Finally,we can get inspirations from this analysis.In the third part,giving the analysis of the relative problems.The fourth part focuses on the experience of legalization that from other countries and are worth our using for reference.In the fifth part,some suggestions are made for the sake of promoting the legalization of village regulation construction and rural civilization and forming a good atmosphere in the rural area.
