Analysis On The Village Organization's Construction Under The Background Of Villagers' Autonomy

As a kind of democracy of not national appearance,the villagers'autonomy means that residents'oneself in the village community organize practice with the democratic election,democratic decision,democratic management,democratic supervision for the core contents to carry out ego management,ego education and ego service,it is the total name of a whole set of legal regime and operational mechanism correlatively.And it's a kind of basic form of direct democracy.During the practice of villagers'autonomy,the village organization plays a quite important role.The village party organization is the core of leadership and impelling force of villagers'autonomous enterprise,and some other organization,such as villagers'committee and villagers'conference or congress,is the chief platform for the villagers to participate in democratic election,democratic decision,democratic management and democratic supervision.How these organization's own construction is,will directly relate with whether the general villagers'right of managing a household coming true and the village public affair and utility's operating taking effect.As which is concered,under the background of current villagers'autonomy,the village organization's establishment is more perfect and systematic,and its means of producing authority is more democratic and open.Along with the deepening of rural economic and political reform,the staff of the village organization are simplified.The phenomena of wasting human resources and having more hands than needed have a new look.The work condition of the village organization is universally imoroved during the upsurge of new rural reconstruction,and so on.It has obtained some achievement for the village organization's construction,but when we appreciate the positive result,we must face with the prominent problem:The first, the internal power's operating of the system of the village organization is not cooperative.The contradictory between the villagers'committee and the party branch committee is prominent,which results in the waste of organization's resources and has effect on the overall battle efficiency to display for the village organization.And the villagers'congress is universally put aside,the right of average villagers or their deputy to participate in politics is usually deprived.The second, the external environment of village organization's existence and operating is not ideal.The revival of the force of clan in country has formed invasion and challenge to the power of villagers'autonomy,and the interference to village's own affair from the township-village government also makes the space so limited for the power of villagers'autonomy to expand.The third,the personnel's management and encouragement mechanism of the village organization is not perfect.Some low-quality village cadre join in the village organization easily but are difficultly dismissed because of the flaw of related legal regime design,and the lack of encouragement mechanism makes village cadre less active in dealing with actual affair.The prominent problem mentioned above in the practice of village organization's construction is extremely disadvantageous to the normal development of villagers'autonomous enterprise.To eliminate its negative effect,we can take the following measures: The first,the position of villagers'congress should be emphasized in the system of village organization,it's necessary to make it powerful and occur often.Also,the power and responsibility of each village organization should be divided clearly,to form a new appearance of village organization to cooperate on the base of making proper division,operate coordinatively and behave regularly.The second,the appearance of the rural backward economy should be changed and the rural market economy should be accelerated to develop,so as to assimilate the economy base that the force of clan lies on.The intermediate organization in country should be developed and made perfect to yield modern demand for belonging to a group.Also,the education with contents of democracy and law system to farmers,and special work of making and enforcing law should be strengthened ,so as to prevent and punish the behaviour of the force of clan to intervene village'management.In a word,the space that the force of clan lies in should be compressed to lighten or eliminate its disadvantageous effect.The third,the power and responsibility between township-village and village should be regulated and adjusted,the reform of township-village organization and management system should be advanced,the working means and attitude should be enhanced,and the personal quality of township-village cadre and average villagers should be improved,so as to lighten township-village's traditional control on village and establish harmonious relation between township-village and village.The last,it's necessary to make strict assignment condition for the personnel of village organization and simplify dismissing procedure to the village cardre who are not competent for the post.And the encouragement mechanism to village cadre should be established and made perfect,so as to assure that the quality of the personnel of village organization is good and the village organization is lively.It's believed that the village organization will drive on benign orbit with the effort above,and Chinese villagers'autonomous enterprise will develop with very rapid progress.
