The Research About The Construction Of Village Regulations Under Villagers' Autonomy In The New Period

Since the 18th National Congress of the Communist Party of China,China's rural social development has entered a new stage and a new period,which put forward new goals and new demands for the governance of our country's villages.As a product of villager autonomy,rural governance is an important way.In the new period,to strengthen and promote the construction and development of the village rules and regulations,and to construct a harmonious and beautiful village have become a major issue of the current rural work.This paper is divided into six parts.The first part of the introductions is mainly about the background,research significance,related literature at home and abroad,research methods and innovations.The second part is the summary of the village rules and regulations,that is,the basic connotations and characteristics of the village rules and regulations,the relationship between the village regulations and the development of villagers' autonomy.The third part focus on the practical significance of the construction of the village rules and regulations,that is conducive to the transmission of outstanding traditional culture of the village,conducive to promoting the transformation of the concepts of villagers,conducive to rural governance changes,contributive to promote rural civilization construction,and conducive to build socialist value outlooks.The fourth part is mainly of the status quo,existing problems and causes analysis about the construction of village rules and regulations in Xiaoyi city.The main problems are as follows in detail.It is lack of guiding ideology and poor scientificity.The construction content is incomplete and lacks normalization.The implementation process is undemocratic and the legitimacy is insufficient.The implementation effect is not ideal and the timeliness is not good.The causes of the problems are mainly the influence of the changes of the villagers' lifestyles,the restriction of the rural production mode,the impact of the rural traditional culture,the construction of the village rules and regulations and the quality of the rural cadres to be improved.The fifth part is about strategies.One is to adhere to the basic principles,that is,adhere to the combination of the process of democracy and legal content,the unity of the construction goals and content characteristics,the consistency of local and practical conditions,the coordination of the government with the public.The second is to find an effective way,especially to carry forward the traditional culture and deepen the cultural connotation of the village rules and regulations,to improve the overall quality of farmers and consolidate the ideological basis of the village rules and regulations,to standardize relevant procedures and mechanisms,and to play the roles of government guidance and improve the actual effect of village rules and regulations.The sixth part is about the conclusion.It concludes that the construction of the village regulations under the villagers' autonomy in the new period still has a long way to go and needs the concerted efforts of the whole society.We firmly believe that,as long as the joint efforts of the whole society,we'll have a better developed rural society,with a better village rules and regulations.
