Food safety has always been a major concern of all countries around the world,and food safety concerns the key to people's livelihood.Our country has paid high attention to the problems of food safety.Since the founding of our country,the founding of the People's Food Security administrative law enforcement has been continuing reform with the development of social economy from a single administrative law enforcement to multi-sectoral joint administrative law enforcement to the comprehensive administrative law enforcement in a new round of reform at present,food safety administrative law enforcement has been adjusted to adapt to the demand of the market.Since 1949,China has always attached great importance to food safety administration law enforcement.In the early days of the founding of China,food safety in China was mainly related to food poisoning,so the government set up the health department to manage separately.With the rapid development of social economy,food safety problems appeared the trend of diversification,separate administrative department management already cannot satisfy the need,but the establishment of administrative department needs to set up according to legal procedures,and the market are in urgent need of a more perfect system of administrative law enforcement,the government is an enterprise of mixed management situation.As the market is not mature,the enterprise self-management chaos,therefore,the government set up a multi-sectoral joint administrative law enforcement system,dominated by administrative law enforcement in our country's food safety administration law enforcement system prototype was born.Along with the advancement of reform and opening up,the rapid development of the Chinese characteristic socialism market economy,increasing kinds of food,the increasing number of food manufacturing,food and beverage industry,food safety problems appeared the trend of diversification,food safety of the reform of the administrative law enforcement work.And decentralization policies in recent years,the state council,in view of the food safety administrative law enforcement in the super-ministries reform,the local food safety administrative law enforcement reform can according to their own characteristics,the Shenzhen as the "leader" of a with local characteristics of food safety representatives of administrative enforcement,all the local food safety administrative law enforcement work in adjustment,such as the city of Wenzhou in Zhejiang Administrative law enforcement work based on "grid";Chengdu adopts the "Internet plus" model to integrate science and technology into food safety administrative law enforcement.As the capital of Tibet,the food safety issue of Lhasa is not only related to the health of the masses,but also is inseparable from social stability.Therefore,the reform and exploration of food safety administrative law enforcement in Lhasabecomes the necessary work.The reform of food safety administration law enforcement in Lhasa has been consistent with the reform of food safety administration under the state council.In 2013,the state council issued policy pilot reform of the local food safety administrative law enforcement work,establishes the food and drug administration,and the industry and commerce,quality supervision departments of the related responsibility into,form a single food safety administrative law enforcement system.However,the food and drug administration of Lhasa is separate from the secondary units set up by the health bureau of Lhasa,so it is easy to have problems in the coordination of work.Lhasa at the same time,the food and drug administration,responsibility content increasing,but the personnel shortage,administrative resources relative insufficiency,therefore,daily work pressure,a man of pluralism.In order to improve the current situation of food safety administration law enforcement in Lhasa and improve the efficiency of administrative law enforcement,we need to reform it.But how to reform? This needs to analyze the characteristics of the food problem in Lhasa,analyze the previous work of food safety supervision in Lhasa,and carry out targeted reform to solve the problem.This paper analyzes the related problems of food safety administration law enforcement in Lhasa,and puts forward some Suggestions after analyzing the related problems.
