The Study On Free Normal Undergraduates Of Employment Policy

Education plans，teacher-oriented. The higher normal education free system ofChina has returned in2007finally after being broken down nearly ten years. On May9，2007，“Measures (Trial) for the implementation of free normal undergraduates inNormal Universities directly under the Ministry of Education” was issued by theMinistry of Education，the Ministry of Finance the Ministry of Personnel and theCentral Committee of Staffing，which decided the implementation of free Educationin six Normal Universities directly under the Ministry of Education，and the policyexpounds the employment for free normal undergraduates on the basic. On May26，2010，“Measures for the implementation of the employment for free normal graduatesin Normal Universities directly under the Ministry of Education” was issued，and thepolicy expounds the employment for free normal undergraduates more targetedspecifications. State policy and local policy formed the Employment Policy of FreeNormal. Today，the first batch of free normal undergraduates has gone to work twoyears，and their work status，in other words is that the implementation effect of theEmployment Policy of Free Normal becomes the focus of attention from all walks oflife. Therefore，there is an important significance to study the Employment Policy ofFree Normal.This paper is divided into four parts. The first part introduces the basicinformation of the Employment Policy of Free Normal，first of all，to know the policyissues in what background，then to have a brief analysis about the content of policy，and to have a basic understanding and preliminary judgment about the policy；thesecond part is mainly based on the survey of questionnaires and interviews for freenormal undergraduates and graduates to know the current situation of theimplementation of the policy，this paper finds that there are several problems aboutthe policy：text expresses indistinct，access mechanism and exit mechanism is notsound，inter-provincial employment is chaotic，graduates’ demand of continueeducation isn’t met，staffing problem is not fully resolved and work of serving ruraleducation is not implemented and so on. the third part from policy relative optional，policy resources inadequate and policy supervision mechanism missing to analyzereasons of policy problems，and it provides the reference to solve the problem；thefourth part puts forward to improve the policy advice for policy problems，and thispaper holds that first of all to improve policy text，Secondly to establish incentive mechanism of policy， at the same time to strengthen responsibilities of localgovernment，at last must be perfect supervision mechanism of policy.
