With the deepening of the reform of education development, cultivating innovative talents has become a key goal of our education. It is an explicit proposal to reform training model in the ?Long-term Education Reform and Development Plan(2010-2020).? We use a variety of teaching methods in the process of learning such as inquiry-based learning, heuristic-based learning, discovery-based learning, discussion-based learning, to stimulate student innovation and to culture the ability to think of the student. But the education of our country is worried. In the classroom the teaching method is single. It is based that teachers explain and students response. Students lack interest in mathematics learning and awareness. So it is difficult to develop students awareness of innovation. It is the key to change the current status that lies in the classroom teaching. It is the core, the most fundamental and most important aspect is the design of classroom teaching. PBL(Problem-Based Learning) is an effective problem-based educational concept. The Paper will study the classroom teaching design issues on the PBL teaching mode from both theoretical and practical aspect.Firstly, the paper illustrates the meaning of PBL teaching model from the origin, development, concepts and the features, the theoretical basis of PBL teaching model. The core research question of this paper is how to build a mathematical model of instructional design PBL teaching mode, this mode is integrated into the PBL teaching philosophy of education in classic design. It is included three parts that is preliminary analysis, instructional design and teaching evaluation decisions and teaching generate. A good teaching objective is foundation. Instructional design decisions and generation is including: how to create problem situations and to form thematic issues, to analyze and to explore issues, to solve problem, to form a result and to evaluate of comprehensive. On the based of the mode to combinative the specific content of primary and secondary schools to make classroom teaching design cases and conduct empirical research in the classroom. That is the application function,liter and milliliter. It is compared the differences of PBL teaching design in elementary school mathematics classroom design and high school mathematics classroom. It is better in primary mathematics classroom than high school mathematics classroom to implement PBL Instructional Design. It can mobilize the enthusiasm of students. And it find out strengths and weaknesses of PBL under the mathematics classroom instructional design. The main advantages are the following five points: PBL teaching mode can help to cultivate students 'interest in learning mathematics; help of mathematical knowledge and comprehensive ability to obtain; help to improve students' awareness of the problem, help to improve students problem solving skills and ability to innovate; improve students information literacy. Deficiencies in the following points: the right questions is more difficult to form; class time is tight; the operation more difficult for student evaluation. Finally, the PBL teaching model can be applied to teacher training, which is the successor to the direction of the research.
