Research On The Construction Of Intelligent System For Professional Technical Qualification Review In Dalian

In accordance with the arrangement of China,the human resource judgment system in Dalian has been steadily improved with the deeply reform of professional technical title review.The thesis has covered the overall states since the reform of the professional technical title review in 1986,which has been supplying sufficient talents to the society.The review not only stimulates the professional technical staff,but also indirectly ensures the sustainable development of economy in Dalian.During the Eighth Plenum of the 18 th CPPCC,it was announced that the strategy of reinvigorating China through human resource development.With the rapid development of economy in recent years,there is an increasing demand for the professionals.Thus the professional technical title review is under constant exploration and improvement.However,it is impossible for the current information-based system to solve all the problems aroused in the title review,which is strongly policy-orientated,highly professional-required,and is concerning numerous numbers of applicants.It is hoped that the intellectualization in professional technical title review system will offer effective solutions to various issues.The professional technical title reviews have got successive achievements despite of certain problems,such as lacks of criteria and objectiveness,which require measures eagerly.Taking the professional technical title review practices in Dalian as subjects,the thesis presents both quantitative analyses and qualitative descriptions on the intellectualization within the title review system,with the use of survey,information analysis and summarizing.Hence it suggests ways to deal with concrete issues existing in the routine.On the basis of current system,an intellectualization online platform has been developed while making full use of technologies such as We Chat,information retrieval and texting.The thesis analyses the strengths and weaknesses of the system and hereby gives reasonable advices on its practicability and guarantees.The application of new technologies and network platform,together with the integration of information,is in line with the creative thinking in the age of big data under New Normal prospect.The intellectualization system invigorates the professional technical title review work since it efficiently improves governmental servicetowards concrete issues.It is hoped that the intellectualization system would facilitate the governmental administrative service as well.
