University and College teacher professional and technical positions qualification assessment is a policy of strong work. Under the current system, teachers, office Employment for the level of their business is not only recognition but also with wages, allowances, benefits and a series of linked school teachers generally focus issue, but also quite a headache for school leaders at all levels, the difficult work of difficult problems. Therefore, the study of professional titles of university and college teachers quantitative evaluation index system has important theoretical and practical value.Scholars of the titles of the research evaluation system, has been a long time, has achieved some important results, the formation of a lot of consensus. But how to design a more scientific evaluation of University and College Teachers of quantitative indicators system and improve the professional title assessment of credibility of the results was not deep enough.By way of a questionnaire survey of University and College Teachers understand the quantitative indicators of the status review, identified the establishment of University and College Teachers evaluation index system to quantify the advantages and disadvantages of assessment on the impact of quantitative indicators of University and College Teachers conducted a study on situation assessment by and the correlation between the various elements, affecting the degree, the establishment of professional titles of university and College teachers in the basic mode of evaluation index system, the formation of quantitative indicators system. I personally practice and quantitative indicators of this system was evaluated and its test results prove that the title review to establish a better system of quantitative indicators of human factors to overcome the interference and increase the transparency of the assessment reflects the subjective and objective evaluation of the combination, the combination of quality and quantity, has a higher scientific and fairness:This article points out the limitations of this study and research directions in future.
