The vocational school education in China has already presented popularization trend and there are more and more students enrolled in school. China has implemented scholarship policy since year of 1983, through reform for many years, it has displayed active effect in improving funding system in higher school, activating learning passion of students, exploring the potential learning ability and cultivating excellent talents for China, and it has achieved obvious effect. As for higher vocational school, most schools have shortcomings in formulating scholarship rule, they can not make objective evaluation on students, in addition, students can not effectively use it after obtaining this reward, and these universally existing problems cause plenty of obstacles for active effect generation of scholarship.This paper firstly introduces scholarship policy of vocational school, lists 4 functions of scholarship such as feed back function, guidance function, encouragement function and resonance function etc; it also describes evaluation method of scholarship. Secondly, in this paper, we make investigation on management of student scholarship in A vocational school from 4 aspects such as value orientation, policy design, implementation effect and subsequent guarantee, it analyzes out the existing problems of student scholarship in A vocational school for the statistics data. First, the value orientation is not clear, the guidance function performs non-vocational, non-technical and incomplete. Second, the policy design is not perfect, the index system is lack of scientific and the selection process lacks openness. Third, the implementation effect is unsatisfactory, the amount is unbalanced and the incentive effect is absent. Fourth, the guarantee measures are not sufficient, mainly the use of scholarship is not optimistic, the subsequent feedback is incomplete, and the publicity needs to be strengthened. Finally, to improve management effectiveness, corresponding countermeasures are put forward from two perspectives, school and students. To school, the audiences of scholarships should be repositioned to be students in higher vocational education and in knowledge economy era. Then redesign schoarship winners and the reward efforts, to create a positive atmosphere of scholarship honors, to improve follow-up guarantee mechanism, and to increase the propaganda power to the winners, etc. The students will have to establish a correct concept of competition and learn to use scholarships scientifically and rationally.
