The Predicament And Way Out Of The Construction Of Regional Modern Vocational Education System

Occupation education is an important part of the whole education system, the construction of occupation education system plays a decisive role in the development of promoting occupation education development, establish the system of modern occupation education system needs to consider the development of occupation education influence factors. In the process of constructing the modern vocational education system, the local government plays a leading role. This paper takes the construction of vocational education system in Jiangsu city of Zhenjiang Province as an example to analyze the role and function of local government and relevant parties in the process of constructing modern vocational education system. With the rapid economic growth, the industrial structure has been adjusted and optimized, the labor force has been transferred to the third industry, and a large number of skilled and technical talents are urgently needed. As a prefecture level city, due to limited resources and security development basic requirements, occupation education inadequate attention, development is relatively slow, the construction of the local occupation education system is not perfect, occupation education and industrial development are part of the dislocation, the economic development needs some shortage of skilled professionals.The author has collected in higher vocational schools, professional setting,teachers, cooperative education, student employment development data; visited the city, District Education Bureau, people club Bureau and other relevant departments,understand the government level for the relevant policies, constructing the system of modern occupation education predicament, factors affecting the development and future the direction of development. Based on the occupation education system in Zhenjiang city of different levels and different factors analysis, to comprehensive grasp the occupation education system in the city, and through the city of the situation and the existing problems, try to deduce the current regional common problems of occupation education system. As a prefecture level city, Zhenjiang has small size and limited resources such as the actual situation, bull management, the system is not smooth, lack of investment and other issues are more obvious, which is hindering the construction of modern occupation education system common problem areas. From the perspective of the economic and social development of the service area, this paper discusses the way to solve the dilemma faced by the construction of the regional vocational education system and the relevant policy suggestions. One is to reshape the parties understanding; two is to build a working mechanism of local government,industry guidance and participation of enterprises; the three is to increase the investment and support; four is to establish and perfect the mechanism of school enterprise integration; five is to strengthen the supervision and evaluation system of occupation education. Through the construction of system and measures to promote and guarantee the construction of local vocational education system, so that regional vocational education to better serve the local economic and social development.
