An Empirical Study On The Development Of Local Compulsory Education At The County Level In Jiangsu Province

Since 2001, compulsory education implemented by the local government is responsible for the classification management given priority to with the county financial management system, local governments bear the primary responsibility to protect the local compulsory education development. Combined with the "new policy" implemented, although the level of the education finance raised its budget plan, local governments in the protection of its role in the development of compulsory education have not diminished. Education budget implementation by the basic safeguard to the transformation of adequate security, local governments will continue to be the most important responsibility of the subject. As one of the national economy developed provinces, Jiangsu province, its education in the fiscal year get subsidies from the central were very small, specially used for compulsory education is less. Therefore, under the current financial management system of compulsory education, examining whether local governments are relatively limited in Jiangsu province has its own financial resources to achieve a sufficient guarantee the purpose of compulsory education development is of great significance.This study is based on such background, through the related data of national grass-roots financial, education, economic and social development collection and sorting, and for the different data sources of data, adjustment of administrative divisions according to the basic situation of proofreading and match, finally choose the county level statistics of 56 counties from year 2000 to 2007 in Jiangsu province, and then in a reasonable standard is calculated on the basis of compulsory education funds demand, from the perspective of fiscal expenditure at the county level, using Eviews6.0 software to build the government at the county level compulsory education funds supply ability of panel data model, in 2006 county units, Jiangsu province is discussed preliminary the general characteristic of the compulsory education funds investment, compulsory education funds and the county units of the differences between standard supply capacity and demand.The study results show that, under the current compulsory education financial system, there are still part of the counties in Jiangsu province to a serious shortage of compulsory education funds, and mainly concentrated in the North area of Jiangsu province whose economy is underdeveloped. the amount of compulsory education funding gap in 2006 county units is controlled in 2.0054893 billion yuan, shows that Jiangsu province county level did not reach the purpose of sufficient safeguard local compulsory education development, the local compulsory education development still shortages of financial investment required.Finally, through the analysis, points out that insufficient funds investment in Jiangsu province county units is related to the fiscal decentralization,transfer payment mechanism, and the supervision and management of the funds, and from the view of local government financial input in education incentive structure, given priority to with county of transfer payment model, and education fund supervision and management, propose the rational proposal, hope for the local compulsory education funds investment ideas of late by the basic safeguard to the on-demand surely with closing the transformation of a sufficient guarantee to provide policy reference.
