Research purpose Inclusive education has become a trend of international education since it was formally proposed in 1994. Early intervention is the basic principle of inclusive education. Orphans and disabled childrens from Child welfare agencies in Shanghai were selected to carry out early intervention. We want to discover a way for disabled children to integrate into the community, understand and participate in social activities better. We look forward to enrich theoretical results of inclusive education and to give some reference and inspiration in practice.Research Methods Based on summary of inclusive education and the reference to a famous child psychologist Mao Yan's research results, "Mental Retardation and Early Intervention", four orphans and disabled childrens from Child Welfare Agencies in Shanghai were selected to carry out early intervention.We carried out individual intervention, group teaching and group activities to improve childrens' large motors, fine motors, language, cognitive skills (adaptive behavior) and social behaviors. Gesell development of infants aged 0-3 Checklist, results of scale of 0-3 children development, Evaluation of others and Physical examination are used to assess the development of children.Results 1.Early intervention is effective to promote physical and mental development of Orphans and disabled children. Diversity intervention can more effectively enhance the level of development of children and promote children's social development.2. Early intervention help orphans and disabled children integrate into society and improve their participation in social activities, from this point, the early intervention is not only effective but necessary.
