Talent is a valuable strategic resource, the strength of a country or region, can be reflected by the total amount and quality of local talent. Talent service personnel is more and more important, It is the key to the discovery of talent, but also cultivate the cradle of talent, it is a bridge between the employer and for their. The establishment of talent public service institutions in China has been 33 years of development history, institutions from scratch, from small to large scale, the service content from single to multiple, for China's reform and opening up, peaceful rise, economic development and construction of well-off society and various social undertakings made by the development of human and intellectual support, but the talent service agencies of the talent service organization, which belongs to the public service institution, has developed to today, and there are many problems, one of the most important point is that the business and public services at the same time to carry out, interdependence, this is not in line with China's current enterprise reform, is not conducive to the supply of public services, but also is not conducive to the development of the market. There is also the problem of the total number of talent public service institutions, has not yet dug deep into its service potential, public employment agencies and talent public service institutions do their own things, but there are duplicate content, infrastructure construction is seriously lagging behind, existing personnel, funds, policies and regulations and the problem of insufficient supply of system, restricts the development of talent public service institutions.Through discussing the above problems, this paper focuses on the current situation and development of talent public service agency in Kunming city as an example, combined with the economic and social development in Kunming, based on human capital theory, market failure theory, the new public service theory, the third sector theory, government failure theory, analysis of the reasons for the existence of the problem of Kunming talent public service institutions. And referring to the development of western countries, such as the United States "one stop service center", the United Kingdom "pay attention to the cultivation of talents, talent and freedom", Germany "left the bureaucratic" development model. At the same time, draw lessons from the advanced practice, reform mode and successful experience of the western developed areas (such as Shanghai, Guangzhou) and Yunnan province. Made clear the functions of the body, improve the operating system, broaden the area of services, improve service quality, build a service platform, strengthening service basis, increase government procurement of talent public service strength, sound legal system, sort the list of powers and responsibilities list a series of relatively complete policy recommendations. Hope to find a suitable way for the development of talent public service institutions in Kunming.
