The development of compulsory education in China is standing at a new historical starting point. And the balanced development of compulsory education is the strategic issues in the new century. The core of the balanced development of compulsory education depends on teachers. The key to solve the balanced allocation of compulsory education teachers is improving the monitoring system. A consummate system is the guarantee of monitoring. The balanced development of compulsory education is the need of educational development and reform. It is an inevitable requirement of scientific decision-making, and it is also an important measure for the government to change its function and improve the macro management.
