Fairness has so long been a topic that the international communities focus on. The governments of all countries around the world especially pay more and more attention to fairness in education. Advancing balanced development of compulsory education has become crucial to promote the healthy and rapid development of education in China. Although the central government and education departments at all levels in China attach great importance to fairness in education, uneven teaching staff distribution and unbalanced education capital investment for compulsory education are still in serious trouble. The teaching quality is of great differences between regions or schools, or between cities and the countryside. The phenomena of unbalanced compulsory education, for example, school selection, have seriously affected the healthy and smooth development of China's education business and produced great negative impact on the society. In this situation, it is necessary and urgent to establish and perfect the monitoring system for balanced development of national compulsory education. "The jade may be refined from stones coming from other hills." Upon study on the monitoring system for balanced development of foreign compulsory education, valuable suggestions will be proposed for developing such a monitoring system in China. Therefore, I studied in further on the monitoring system for balanced development of foreign compulsory education and analyzed practice effects of the monitoring system in other countries. In consideration of the social background, unique cultural and educational traditions, and specific education problems during China's economic transition, I put forward some pieces of constructive advice on establishment of such a scientific and effective system that is suitable to Chinese realities. This study mainly analyzes the monitoring system for balanced development of compulsory education in countries such as Finland, German, Brazil, and the United Kingdom. Based on the analysis results, this study also proposes suggestions on the following aspects for all governments in China to promote balanced development of compulsory education:Setting standard criteria for determining the level of balanced development of compulsory educationQuantitatively mastering the trend and process of balanced development of compulsory educationVerifying achievement of goals related to balanced development of compulsory educationThe research literature on the monitoring system for balanced development of compulsory education is limited in both China and abroad. In addition, it is difficult to obtain the first-hand references from abroad. As a result, my study on this problem is not so deeply. Details that require deep-going research exist, and I will double my efforts on this study in future.
