Compulsory education is the cornerstone of the entire education undertaking.With the continuous progress of economy and society,the people's demand for equal access to high-quality educational resources is more and more intense,and promoting the balanced development of compulsory education has become an inevitable requirement for the development of compulsory education.The Third Plenary Session of the 18th CPC Central Committee once again put forward "vigorously promote fair education,narrow the gap between regions,urban and rural areas and schools,and balance the allocation of resources for compulsory education between urban and rural areas".The report of the 19th National Congress of the Party continued to mention that "advancing education Equity promotes the integration of compulsory education in urban and rural areas and strives to ensure that every child can enjoy fair and quality education." At present,the nine-year compulsory education in ZhejiangProvince in terms of school conditions,school funding and other aspects of the configuration has been achieved within the basic balance of the county.However,how to promote the high-level and balanced development of compulsory education is an important issue that ZhejiangProvince needs to study and work hard at present.Teachers are the foundation of education,the source of education,the balanced development of compulsory education is the key to the balanced allocation of teacher resources.At present,under the condition of standardizing and equalizing the hardware conditions,such as the conditions for running schools and the funds for running schools,the quality of education and the level of running schools in Zhejiang should be improved to narrow the gap between schools,the gap between urban and rural areas and the regional gap.The key lies in the balanced allocation of teachers and teachers to improve the overall quality.This paper analyzes the imbalance of urban and rural teachers' allocation in compulsory education in ZhejiangProvince based on the knowledge of public management and the research results and theories based on a large number of domestic and foreign studies.The paper analyzes the problems existing in the rural and urban teachers,and discovers the disparities in the number,quality and structure of teachers in the rural and urban areas.In the course of the study,it is found that there are still gaps in urban and rural education investment in the development of teachers in the compulsory education in Zhejiang Province,uneven distribution of high quality teachers,unidirectional flow of teachers,difficulties in individual development of rural teachers,dual allocation of education resources in urban and rural areas unfair and other issues.In view of the above problems,this article from three aspects,to solve the compulsory education in ZhejiangProvince urban and rural teachers uneven distribution strategy.The first point is to strengthen the government's functions and establishing accountability mechanisms for balanced development of compulsory education.The second point is the innovation system,the establishment of a balanced development of compulsory education security mechanism.The third point is optimize the allocation of teacher resources,weaken the negative impact of unbalanced development of compulsory education.
