The party's 19th CPC National Congress report pointed out:"As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life." This contradiction is reflected in the field of compulsory education,which is mainly reflected in the contradiction between the people's demand for fair and quality compulsory education and the unbalanced development of compulsory education.The effective solution of this contradiction undoubtedly involves many factors,and the establishment of a scientific and complete monitoring system is a key measure.Since the reform and opening up,the Party and the government have adopted a series of relevant monitoring policies and measures to promote the development of compulsory education,effectively ensuring the basic realization of the development goal of compulsory education in all stages.As the practice of the balanced development of compulsory education in our country is advancing rapidly in depth,how to perfect the monitoring system of balanced development of compulsory education in the new era has become the theme of the current era.The monitoring system of balanced development of compulsory education in China has undergone the embryonic stage of the balanced monitoring thought,the practice exploration and the preliminary formation stage,as well as the comprehensive implementation and consummation stage.Based on the theory of institutional change under the new institutional paradigm of economics,sociology and political science,and following the theoretical analysis path of reason-process-result,this paper constructs a theoretical analysis framework of institutional changes,which is consisted of institutional change motivation,institutional change choice and the result of institutional change.In this analytical framework,this paper makes a comprehensive perspective and in-depth analysis on the motivation,paths,modes,ways and results of the change of the monitoring system of balanced development of compulsory education,hoping to answer the three questions about why the system changes,how to change,and the result of the change,and further providing some thoughts and suggestions of the system perfect.The full text is divided into five parts.The introduction part introduces the research background and significance,research status,research ideas and methods,and the innovation of this research.The second part defines and interprets the related core concepts of the research,systematically expounds the institutional change theory of various schools under the new institutionalism paradigm,as well as constructs a theoretical analysis framework according to the distinguishing feature of the monitoring system of balanced development of the compulsory education in China.The third part mainly analyzes the policy vicissitude course and the practice evolution track of the monitoring system of balanced development of compulsory education in China.The forth part is the center and key part of this paper.It mainly utilizes the above analysis framework to analyze the changing track of the monitoring system of balanced development of compulsory education in China from three levels of reasons,processes and results,so as to have a deeper understanding and presentation of the internal and external motivation,path,mode,way of the system.At the same time,this part also systematically discusses the innovation and deficiency of the results of the current system changes.Based on the limitation and deficiency in the course of the monitoring system of balanced development of compulsory education in China,and the characteristics of the institutional patterns generated in each stage,the last part puts forward some thoughts and suggestions on further perfecting the system.It mainly includes five aspects.Firstly,we should play the role of the informal system,generate and implement the modern educational monitoring concept,expand the scope and depth of the monitoring system of balanced development of compulsory education from horizontal and vertical.Secondly,it is necessary to strengthen the professional level of the existing and reserve monitors,and gradually form a multi-subject monitoring model composed of the government,third-party organizations and other relevant stakeholders,so as to stimulate the motive force of the subject of institutional change.Thirdly,we should strengthen the active change degree of local government and form a monitoring index system with effective coordination of unity and pluralism.Fourthly,we must change the monitoring technology means and strengthen monitoring scientific and systematic.Finally,we should construct and perfect the feedback mechanism of process monitoring and form a long-term government accountability mechanism.
