Analysis And Research On Shanghai Residence Permit Points Policy Based On Business Management Perspective

Shanghai's talent introduction policy has played an important role in the construction of talent highland in Shanghai.The residence permit system also bears the basic responsibility of population control in Shanghai.The human resource department,as the executive unit of the human resources management,should pay much attention to the residence permit system with the public's increasing demand for the government's management and service level,service means and service timeliness.The residence permit integral policy that has the widest appeal in the talent introduction policy has attracted much attention.From the perspectives of applicable target,treatment,administrative department,etc.,the current policy of talent introduction in Shanghai was compared with the residence permit integral policy.Then a detailed interpretation of the content of residence permit integral policy was given including the target,treatment,organization division,index system,application materials,procedure and so on.The handling procedure of the residence permit integral business has achieved informatization initially.In this paper,the business procedure of the system was studied,and the core process was decomposed.The work-related data was verified through the collection of the residence permit integral information,and the statistical analysis was carried out.The status of information verification was summarized.Through the analysis of the status,it was concluded that there were irrational factors in the informatization of residence permit integral business,such as the unreasonable structure of the system flow,the lack of synchronization in the core flow system and the lack of sharing mechanism in the business management information system.Its source was that the process of informatization was affected by the traditional concept of government procedures.After comparing with the integral policy in Canada and Australia,and inspired by their government-affair electronization,this paper pointed out that it was necessary to improve the informationization of the residence permit policy business administration to government-affairs electronization.It should embody the citizen-centered government electronic design concept,promote the integration business process reengineering by the government-affairs electronization and realize "one-stop" service of the inter-departmental business on the basis of the realization of information resources sharing.The aim was to alleviate the pressure of policy implementation and improve service efficiency,hoping provide explosive ways to speed up the government personnel policy from management to service-oriented transformation.
