| At the beginning of 21st century, the principle of three-layer management operated by the national government, the local and the school, was put forward in the curriculum reform. Hence, both of the local and school has the right to make a strategic decision on the curricula. Since the national-formulated art curriculum fails in meeting the specific demands in different school or student, so far as art curriculum reform is concerned, how to develop and utilize the local art curriculum resource has become an essential measurement for the time being. Based on antecedent study, the writer force on the research in development and utilization of Lianyungang local art curriculum resource, put particular practical strategy and instrument design forward.This paper contains 5 parts. In Chapter 1, definitions of "Lianyungang local art curriculum resources" and related conception; Based on curricula classification according to different function, property and spatial, the writer investigates Lianyungang art resources in nature, social and culture, and sort them out, basically opt for high school art teaching and set forth significance to draw local art resources into school art curriculum. Chapter 2, investigation in Lianyungang high school art education and the situation of development and utilization in local art resources, some of the problems were analyzed and suggestions were made. The fundamental principles it should follow is that, economy, local conditions, flexibility, individuation and student-centered. Teacher can develop and utilize local curriculum resources through school, family and community; The model of curriculum implementation are, expanding content of courses, special subject, synthetical practical activities and setting up art associations. Besides, the writer presents general steps that teacher could read for reference in developing and utilizing local art curriculum resources.
