Under the background of “Knowledge Society”,”Information Society”and”Economic Globalization”;people's development are challenged by the rapid changes of the society,and education must consider what qualifications should people who are suitable for the future development of the society have.International association and developed countries have already started the research of literacy.The concept that regarding reading literacy as the basis of other literacy was widely accepted.Therefore,studying the international definition of reading qualification,connotation construction and the theory and practice of the main content is of great significant for us to see the way of how to cultivate future students' reading qualification.The concept of reading literacy is gradually formed during the development of the international reading evaluation study.In recent years,the Program for International Student Assessment(PISA)is especially concerned,Reading literacy assessment is one of the key areas in itssystem,which defined a clear definition of reading literacy and updated with The Times.America issued the "Common Core State standard"(CCSS),depends on the international reading literacy research and the fact of education,and the standard of reading literacy also made detailed provisions.This study explores the definition of "reading literacy" through the study of literature of PISA and CCSS.The PISA and CCSS systematically presented its main framework and content of the reading literacy.Through the literature research and text analysis,this study constructs the analytical structure on the background,target and frame of PISA and CCSS reading literacy,it is found that the reading literacy has certain background and academic basis,and has specific target orientation and ground to achieve the implementation through the specific framework at the same time.Otherwise,the study is to compare the contents of PISA and CCSS on reading literacy,selecting the classification of Mazano's education goals,according to the knowledge and cognitive dimensions.Through the comparative study,it concludes on four aspects,one is the cultivation of reading literacy based on good analytical ability,second is to improve the problem solving-oriented reading literacy,third is to cultivate the reading literacy to deal with complex text,the fourth is to focus on the emotional input and sentiment.On this basis,offering some reference for the reflection of the study of reading literacy and the cultivation of students' reading literacy in our country.
