Research On Population Development And Public Service Provision In The Suburbs Of Megacities

With the rapid development of modern society and economy,the level of urbanization in China has been further improved in recent years.At the end of the year 2015,the national urbanization rate reached 56.1%,while the rate of Shanghai reached nearly 90%,ranked first in the whole country.Since 1990 Shanghai has entered into the stage of population suburbanization.Minhang District is the nearest suburban area and it acts as a extender region in Shanghai.Owning the rapid and continuous development in recent years,Minhang expands quickly both in economy and in population growth and it has a high urbanization rate that reached 98.15%.In the process of Minhang development,a large amount of floating population flooding into the city,formulating the emergence of 'separation' phenomenon,increasing the difficulty of household management and severe traffic congestion phenomenon.All these challenges put forward higher requirements for medical care,schooling and other public services.Undeniably,in the process of population suburbanization in Minhang District has also experienced the 'Big City Disease'and it also has its own characteristics.The floating population acts as a big challenge in Minhang's further development.Through packing the data of year 2000,2010 and 2014,this paper drew the Lawrence population area curve and the result revealed that with the year passing by,the population agglomeration in regional center.With a new round of population regulation,Minhang District should implement population control policy properly reasonably and improve the public service measures in health,education and infrastructure construction to achieve the balance of population development and public service.It is not only a challenge but also a new opportunity for the development of regional restructuring.This paper will analyze five major difficulties in the development of Minhang District,that is:floating population with large quantity and low quality,large scale of separation of registered and actual residences,separation of workplace and residence,lack of high-quality medical resource and serious traffic congestion.We combined with 2040 Shanghai resident population control target,and studied three world largest metropolitan area to learn from their marvelous experienes,thus realizing the continuous development of Minhang District.Finally,this paper argues that Minhang District can enhance the level of public services from the following aspects:1.Controlling the growth of floating population and guarantee interests;2.Reforming the mechanism of public service investment;3.Speed up industrial restructuring and promote employment;4.Improve the management of floating population;4.Improve the regional traffic construction;5.Improve the overall level of medical services in Minhang District.
