In recent years, with the continuous expansion of colleges and universities in China, college graduates' employment pressure is also growing. In such a fierce competition, being a civil servant become the top choice of college graduates, which attracts much attention from every field of the society. In fact,we cannot judge a job by words like “good” or “bad”,“noble”or “humble”.Everyone has the right to choose his own career which is worth our respect. But at present, young people race to be civil servants, inspire to work in institutional units or be the member of the system, even though they have to pass a very difficult entrance examination. The number of applicants has made the "civil servants test fever" a phenomenon which cannot be ignored. They are also called by the media as “bowl test group".College students are a generation full of creative. They have their own ideas, brave enough to try new activities, full of adventurous spirits, but now they begin to pursue stable and conservative life which is not a normal situation of a countries' youth group.Being a civil servant by test is a kind of choice of the young people, then what kind of effects it may make to the society since this phenomenon is so abnormally hot? What kind of influence it may cause on the society? College students have already had a rational thinking when they make their career decision. But is this only a personal choice? What are the reasons behind it? We need to confront to the questions and think how to cooling this phenomenon. This will be the focus of this paper. This paper is based on qualitative research by interviewing 16 college students.I analyze the positive and negative functions "civil servant test fever" phenomenon through function theory and explore the impact on individuals and the society through rational choice theory. There are three reasons for the "civil servant test fever" phenomenon: survival rationality, economic rationality, social rationality.Among them the social rationality is particularly prominent. After that, suggestions and solutions are put forward from four angles of individuals, family, school, government to guide the college student groups making correct career choices.I find that there are both positive and negative functions of this phenomenon. From the positive point of view,it can not only promote social mobility and improve personal destiny but also optimize the public office and employment fair. But the " civil servant test fever" phenomenon also have negative functions: great deviation on college students career choice and concept,a waste of talents, further development of officialdom standard thought, talent market regulation mechanism failure. After rational analysis,I find thatto be a civil servant is a personal choice, but the social reasons behind it should not be ignored. It seems that the personal selection and civil servants' advantages are the main reasons for “civil servant test fever” phenomenon including the influence of current employment pressure, increasing job skills, meeting their own requirements, low cost but large return, stable income and sound social security.By deeper exploration we will find that there are still more important social factors behind the choice including the inherent officialdom standard thought, population migration by household registration system restrictions, economic structure imbalance during social transformation time, social security system imperfect. The study also finds that some students blindly follow others to take the civil servant entrance examination. They don't know how to pass the examination or think being a civil servant is their only choice. We find that there are many problems behind this phenomenon. This paper puts forward some solutions and suggestions, hoping that students can make rational career choice, choose a job helpful to their development and cool the “civil servant test fever”.
