Along with the establishment and constantly improving of the civil service exam system in our country, the examination for civil service has become the most fiercely competed exam in China. The university student population has become the main force in the huge crowd of civil servants. University students apply for civil service has become a hot focus of the community. It is worth considering that university students apply for civil servants are a rational behavior, or irrational behavior in the civil service applicants. The party’s18puts forward:"contribute to the achievement of higher quality jobs." Graduate Employment in China as an important part of their ability to achieve a higher quality of employment directly affects the individual’s family happiness, prosperity and social stability and long-term stability of the country. From the sociological perspective, with Coleman’s rational choice theory, this phenomenon tentatively explored is through empirical investigation. In this paper, the investigation of students apply for official acts which was based on the survey Fuzhou five universities, focusing on the use of rational choice theory Coleman behavioral analysis. That action on the unit level, college students apply for civil servants is a rational choice behavior. At the system level, college students apply for civil service is an irrational choice behavior. Through in-depth analysis and attribution effects on college students apply for civil service phenomena analysis, and finally to take positive measures from the governments, schools, community and university students to solve this problem, so as to better guide students apply for civil service rationalization, thereby promoting college students achieve higher quality employment, security and social stability, building a socialist harmonious society.
