The purpose of educating Master of Public Administration(MPA)is to cultivate modernized and scientific professionals who can adapt to the requirements of public administration modernization,scientific and professional development of society.With the development of harmonious society,MPA performance assessment is becoming more and more important.However,there have been a series of problems from the current situation of MPA personnel training,such as lacking professional ability,disconnecting theory with practice,paying much more attention to theory but less to practices,mismatching training mode with other masters,and doing worse on academic research than other masters.Therefore,it is difficult to match with the social needs.Although the reasons for the above problems are various,the key to solve this problem is to solve the problem of performance assessment as a guiding: clarify the value orientation of performance assessment of MPA,refine performance assessment index,innovate the evaluation process,and introduce appropriate technology platform.These will also be the major important and urgent strategic tasks for colleges and universities.MPA performance assessment is a comprehensive evaluation and guidance on the ethical competence,scientific research ability,professional competence and control and decision-making ability of MPA during the school,which is focused on leading rather than selection.Not only to sum up the existing level and ability but is the starting point.This paper analyzes the problems and causes of the current value,orientation,implementation and technical aspects of the performance assessment of MPA from the perspective of "cultivating people" as the main line,from the perspective of personnel training,clarifying the true meaning,essence and function of academic evaluation,and on this basis,putting forward the corresponding countermeasures and measures.One of innovations of this dissertation is the innovation of perspective which is not from the old points from the curriculum reform,teaching reform,or from the content of the standard,but from the nature of education as the starting point to the point of view of personnel training as the starting point,reasonable and complete program.Another innovation is the innovation of contents:(1)the innovation of performance assessment index,questionnaire and interviews,comparative research on domestic and foreign major schools,survey,SPSS data analysis,(2)performance assessment methods,assessing activity participation,quizzes,discussion,assignments,interview,practicum,book view,thesis and presentation etc.,(3)the technical platform,introduce Canvas system and Ursa system,as advanced student learning management platform to guarantee the effective feedback and tracking,and improving the quality of teaching.
