Opinions on the Ministry of education's roundly accelerate curriculum reform and deeply implement the fundamental task of people cultivation, clearly define the core literacy, namely the necessary character and key ability that students should possess to satisfy the needs of the lifelong development and social development. The Leading Outline of College Entrance (2017 edition) also put forward the view that data-handling capacity is one basic element of the Core Literacy for Math. Therefore, the Core Literacy for Math became a hot spot of the contemporary study of mathematics education.This paper focuses on the Core Literacy for Math, based on theoretical analysis of Core Literacy for Math and Data-handling Capacity's connotation and constitution,then on the premise of constructing the level assessment's system of Core Literacy for Math(including "four basis" in math, mathematical problem solving and mathematical thinking,and these three levels"Contains each other down, attribution each other upwards"), using the method of measuring to investigate and study the senior 3 students' current situation in the ability of data-handling.Research conclusions:(1) The overall respondents' data-handling ability is in the level of mathematics "four basis", it can satisfy the requirement of standard but overall level is not enough, and significant differences between Arts and Science, it means that students have certain data processing ability, but the consciousness and ability about "use data to speak" still need to strengthen.(2) In the aspect of students' various data-handling capacity components, the data cognitive ability and data process ability of students in the level of mathematical problem solving. The ability of data application is in mathematics "four basis" level,and Arts and Science students exists significant difference, science class students' questionnaire score will be higher than art class, their data application ability also better than arts class students.In various components,different gender does not exist significant differences .(3) Students data processing methods and strategies' level is in the lower secondary,most of them do not pay enough attention to the study of data-handling. It's generally believed that "data processing" is relatively simple, and spend less time and effort in this aspect.(4)In the ability of data cognition, process and application, they are outstanding positive correlation among learning attitude, strategy and correspondingly ability behavior.Students' learning attitude and strategy held by the cognitive ability in data were positively correlated with corresponding data application ability; Learning attitude and strategy held by the process capability were positively correlated with correspondingly data cognitive and application capability behavior; there were also positively correlation between learning attitude and strategy in data application ability and correspondingly data process capability behavior.(5) Teaching Suggestions: first of all, attach importance to relevant data-handling capacities' textbook content compiling and recombining under the training goal of mathematical key literacy. Second, strengthen core literacy for math by means of the corresponding data-handling capacities' teaching. Third, we should have to construct effectively structure model of data-handling capacity and useful mathematical core literacies' evaluation system of measurement.
