C Education Group Entrusted The Management Of Field Research In Public Schools

Drived by national policies, the local governments experiment actively the mandatory administration between private education group and public schools.Domestic related research mainly studied this form between public schools,but not the private education group with public schools.Study is given priority to theoretical research,failed to show the process of Private education group entrusting a public school.This paper conducts a field research,based on an unsuccessful case,namely a private education group named C entrusting a public school, to reveal the specific negotiation process between these two entities.Firstly, this paper teases the basic elements of C Education Group,including its development history,infrastructure,personnel makeup, management structure and development direction, so as to give readers an overall impression of C Education Group.Secondly,this paper conducts field investigation and interview,to deeply understand the reasons contributing to the cooperation of C Education Group and the problems regarding to finance,personnel and ownership ,including the investment profit,construction ,range of compulsory education,teacher's quantity of this project.Show government's and C Education Group's different attitudes towards interest conflicts and corresponding solutions and the causes of the case's failure.Thirdly,,this paper generalizes the problems about legality,commonweal and constitutionality during the working process.Summarizing the nature of mandatory administration is transferring the right of management to agent.And gives suggestion to private education group,principal school and government,in order to improve the effect of mandatory administrationFinally,This paper rethinks the reasons of this case's failure.And outlooks the future of Private education group participating in school mandatory administration.
