Currently, the components of private education are diversified. Former public schools that have either simply changed their names or transformed their administrative systems to become private schools, comprise a far greater percentage of private education than do true private schools in their full sense. Consequently, the potential impact of private education on the innovation of the entire education system has not been fully realized. In order to correct this problem, true private schools should become the main body of private education. By introducing a private school system into basic education, it is likely to establish a market-oriented competition mechanism with impartiality as its principle. Therefore, we can guide educational innovation from system, philosophy, mechanism and methodology-based perspectives. The research and exploration of modes of private school administration will be of great service to basic educational innovation. Private schools should establish an administration system in which the principal shoulders full responsibility. Guided by Deng Xiaoping' s Theory on building socialism with Chinese characteristics, the socialist democracy theory, and the fairness and efficiency theory, thisarticle adopts literature analysis, comparative research, and practical application as its tools. By starting with the macrostructure of private education, this article will expound on the following issues: relevant conceptions of private school and private education, the roles and functions of private education, partition of authority, and mode of administration. Such microcosmic management issues as market operation of true private schools in basic education are highlighted. The author also presents his own opinions on the notion of " Education as service" , the market-oriented management of private schools (including orientation, strategy devising and interior management structure), teaching staff mentality management, and student extracurricular activities and life management. This article does not touch upon teaching management and scientific research management in private schools. It aims to provide a reference for system innovations in basic education. Furthermore, this article wishes to call for more support for private schools both from the government and society, which would then ensure that socialist education can develop healthily and fully.Owing to the author' s lack of expertise in some fields,theoretical analyses of some issues are not fully developed. Suggestions are welcome.
