It is generally known that 0 to 2 years old is the initial stage of human being development, child care not only has an important impact on the intellectual development, personality training , but also make the foundation for the lifelong development of individual. In recent years, public childcare services have received increasing attention from governments and the international community. Exploring the major form,differences and development of the basic forms of child care services in Japanese childcare policy aimed at 0 to 2 years old.Then summarying the experiences and deficiencies of the development of Japanese childcare services. And then through the policy analysis and questionnaire survey to reflect the development status and needs of 0?2 years old childcare service.Learning from advanced experience in Japan 0?2 years old child care service ,providing a practical reference to Chiese 0?2 years old child care service system construction.The full text is divided into four parts.The first part is an introduction,mainly describes the background, significance, literature review, research innovation and research methods.The second part combs the changes of childcare policies in different pre-war and post-war periods, finding that the development of Japanese childcare policy is influenced by politics, economy, social environment, population and childcare tradition, showing different characteristics in different periods. The object is transfered from low-income to all-child, and childcare services are more likely to pursue quality and diversification of childcare services on the foundation of increasing quantity.The third part is about current situation of 0-2 year-old childcare service in Japan. Through the research,we found that Japan 0-2 year-old childcare service facilities mainly are Nursery contenrs, Centers for early childhood education and care, Municipal-level childcare services.Although different facilities have difference in setting the main body, Conservation of content, set the standard,ect. but it has unique characteristics, to better meet the needs of different families of childcare services. The utilization ratio of children in 0?2 years old, especially 1?2 years old .children's child care continue to improve, but it can not be avoided that there are still more young children in Japan, there are lack of childcare, because of conservation personnel deficiencies, rigid nursery system , child care facilities and obvious regional differences.The fourth par through the policy combing and questionnaires, we found that the development of 0?2 years old childcare service went through the transformation of family-to-family, Most 0?2 year-old children scatter at home in Jiangsu Province, the rate of entry kindergarten is low; Under comprehensive two-child policy,the urban and rural residents' fertility willing not be high; Childcare services are still in the initial stage; The needs and expectations of service is really different compared with the past, people pursue high-quality childcare services. Finally, combined with the basic experience of Japan, comparing the current situation and needs of China, we can get some inspiration of establishing the proper concept of childcare service, perfecting relevant policies under government finance supporting.
