| Along with the science development view of striking root in our hearts, the implementation of innovation-driven development strategy and the construction of an innovative country, our government devoting more and more resources to science and education day by day. Universities and colleges, the hard core of scientific research, are also getting more scientific research funds under the background that the whole society attaches great importance to scientific and technological innovation. Besides, the topic of research funds management comes into public view again because of the newest policy about research funds management on July 2016.The management of research funds in every university or college changes along with relevant government policy. Meanwhile, some new problems come out while research funds is increasing. In the recent years, it seems common to find circular on the government websites concerning research funds disciplinary violations in university and college. Therefore, it is significant to figure out how to manage university's or college's research funds and use it effectively.As we all know, national research funds policy carries out by concrete individual.What's more, every individual is different. Therefore, for further study,this thesis adopts case study based on the national research funds policy. Specifically, this thesis takes N university as a case and collects research materials by interviewing 26 associated people.Under the guidance of Grounded Theory, these research materials which are collected before are sorted and analyzed. Eventually, the features of N university's management of research funds are summarized and a Three-Factors model comes out at the same time.In addition, some problems about N university's management of research funds are found and this thesis try to explain how these problems are formed by use of the Three-Factors model. In the end, this thesis gives suggestions for these problems basing on reference of overseas experience. |
