Cheating is not a new concept, but closely related with each era background with new elements of each era added in. There are a lot of researches on cheating, most of which are descriptive statistics of the number of cheating and the reason for cheating. Yet little digs into the recessive factors. If cheating is only individual cases,we can solve it through severe punishment or moral suasion. However, in this age, cheating goes badly:nearly half of the students are cheating, so our attention should be more comprehensive. This problem should be considered in a broader social and cultural background and be thought deeply about the culture of colleges and universities, teachers, parents, and students' paranoid. To analyze current college students'cheating behavior from the cultural perspective, one should not only know the full complexity of this behavior, but also peep cultural environment of the whole higher education system.Based on cultural analysis, this dissertation is not constrained to a certain kind of cultural theory, but an observation on the relative cultural environment, including the inside colleges and universities system culture, teacher culture, students culture, parents culture, generational culture and community culture as well as the age cultural characterization: Internet network culture and the transformation of the college students' moral concept, etc. Surrounded by the university culture, students are no longer concentrating on class assignments. Instead, they are attracted by all kinds of activities, most of which are aimed at transformation to adults, but meanwhile they will take advantage of every chance to keep the children simplicity. In these activities, both time and attention of knowledge are reduced, instead, the students focus more eagerly on social life, all kinds of activities, and other aspects. The connotation of cheating should be redefined because with time changing, cheating and plagiarism shows the characteristics of the new era:as the total institution, modern university is filled with cultural foam, college life of "entertainment to death" is full of temptation, students study hard while trying also hard to play, college students are quite confused about writing and references cause academic reference rules have always been blurred, yet university must conduct a positive academic training; meanwhile, the Internet has completely upended the text mode while network culture deeply influences the students' cognition of knowledge, which exacerbated cheating problem, especially the universality of plagiarism; in addition, moral concepts are changing, one cannot pose "moral penalty" on students if appropriate moral education for students is not completed; besides, in the 21st century, a big difference of concept exists between students and elders of the 20th century, so we must rationally analyze the cultural conflict and explain the cultural fall among teachers expect, students expect and parents expect to facilitate both-sides cultural dialogue. In short,in this materialistic society, learning, examination and writing seem to be no longer the main task of college students. College students' cheating seems to be no longer individual student factor but involves the whole "ecological balance" of social cultural system. The first chapter briefly analyzes the present situation of college students'cheating in the 21st century. Compared with the past, the nature, means and the main body of cheating have changed dramatically with some new era characteristics emerging, such as networked of cheating technology, fuzziness of cheating rules and scalability of cheating context. Through analysis of cheating deviant theory, game theory and the theory of planned behavior, this thesis will present parsing on cheating of all kinds of disciplines and theories in sight. The second chapter focuses on analysis of the cultural bubble in the university, present university situation and university environment of the total institution. This chapter involves problems like students cheating in a corrupted system, knowledge commercialization and university administerization changing the students' common sense to learn, externality and fuzziness of higher education goals shelving college students, college students trying very hard to learn while also hard to play. Furthermore, cooperative learning and sharing culture has mislead their views on cheating. Under such circumstances, college students of different personalities have taken different behaviors—those who aim at task performing may be more inclined to cheat. The third chapter peep comprehensively into the cultural factors behind the college students'cheating to put a omnibearing analysis of cheating from inside to outside of the university and from teachers to management personnel. This chapter is about soft constraints of university academic rules, the lack of originality nowadays, fuzziness of reference rules, the absence of university academic training for students, the Internet completely changing the way people learn as well as their cognition of knowledge, the students' failures to extricate oneself from "paste"technology due to Internet culture, the cultural conflict between students and teacher and students'loss about the influence of peer groups culture and etc. At the same time, the moral problem is also one aspect of the problem, but not that most students are immoral. The fourth chapter is the end of this thesis. Through the above analysis, the author found that the problem of cheating is not only a problem of personality, but also an embodiment of prominent contradictions of the whole higher education system. Therefore, students, parents, teachers, school administrators cannot deal with cheating problem alone. It takes the compact collaboration of all stakeholders to solve this problem. The main task of organizations is not to detect cheating, but to create a cultural environment in which the academic dishonesty is not acceptable or tolerable. The university should make sure their own goals, carry out effective academic training for students, open communicative culture to admit communication and exchanges, rebuild the students' moral responsibility to establish an honesty culture. Culture is the crux of the college students' cheating and cultural construction is the most effective governance path.
