The third-party evaluation is an essential act to adapt to the new trend in the development of higher education.It is helpful to complete evaluation system,improve college and university governance structure and promote the quality of higher education.College and university are a typical stakeholder organization:once the third-party implying evaluation,there will be new interest connections.At present,the third-party evaluation in our higher education shows a unique pattern which consists of level assessment,certification assessment,university ranking and so on.On the whole,according to the nature of the evaluation entity,their operational mode and characteristics,there are four types such as professional agency,non-profit organization,civil organization and for-profit entity.Using Mitchell score-based approach,we analyze the effectiveness of the third-party evaluation from dimensions of effect and validity.It shows that non-profit organization and civil organization are relatively effective and desirable entities.The reason why not all of the entities have considerable evaluation effectiveness is from several aspects,for example,the government interfering education evaluation excessively,the third-party evaluation market being not perfect because the lack of self-discipline and heteronomy,college and university's attitude to evaluation being not correct,all of these full the unhealthy tendency.The government should transform function from the microscopic evaluation field,perfect the legislation of third-party evaluation to perform the macro responsibilities.The third-party evaluation entities should enhance self-reliance and constantly improve their ability and professional level of evaluation.Colleges and universities should correct their attitude and make use of the evaluation opportunity to find out disadvantage and improve the education quality.
