With the deepening of globalization,higher education institutions in various countries have competed,and the quality of education has also been valued as the core competitiveness,which has gradually shown a trend of "high quality" in the development of global higher education.Higher education institutions’ "high quality" is inseparable from education evaluation.In China,the evaluation of higher education is mainly the responsibility of the education administrative organs,which is manifested in self-assessment mainly based on government evaluation.However,because the education administrative organs bear the dual responsibilities of "approval of school construction"and "school evaluation",China’s higher education evaluation has limitations.At the same time,the tension or even contradiction between China’s higher education evaluation and the law of educational development make it difficult for the current educational evaluation to meet the needs of social development to understand the quality of higher education.Therefore,China needs to further promote the development of higher education evaluation,and the focus of development is third-party evaluation.In terms of third-party evaluation of higher education,Japan has rich theoretical knowledge and practical experience,and is similar to China’s geographical location and cultural background.Its expertise is of reference value to China.The research of this paper mainly includes:The first part adopts the literature method,sorts out and reviews the development process of evaluation of higher education in Japan,and analyzes its existing implementation experience on this basis.The second part adopts a case analysis method to select three institutions:university reform support and degree-conferring institutions,university benchmarking associations,and Japanese higher education evaluation institutions to introduce the content of higher education evaluation carried out at this stage.The third part discusses and summarizes the characteristics of third-party evaluation of higher education in Japan,and analyzes its role in universities,society and education.In addition,the approach taken by Japan to improve third-party evaluation institutions in higher education has also been studied.The fourth part envisions the future development of third-party evaluation institutions of higher education in China,and gives specific suggestions.The study found that,first of all,the third-party evaluation institution of higher education in Japan has three characteristics:the officiality and relative independence of the main body of the institution;the neutrality and professionalism of the composition of the institution;and the personalization,communication and supervision of institutional practice.Secondly,the third-party evaluation institutions of higher education in Japan have played a positive role in universities,society and the country:to help universities detect their problems,improve the quality of educational and research activities,and promote optimization and reform within universities;help society grasp the current situation of college graduates,convey their own fundamental needs,and build communication channels between universities and society;help the country obtain higher education information,enrich policy consultation content,promote the implementation of reasonable decisions,and guide the internationalization of national education.Finally,by improving the overall evaluation cycle,including enriching evaluation projects,distinguishing evaluation priorities,optimizing evaluation methods,and using evaluation results and enriching the foundation of evaluation institutions,including improving evaluation quality,strengthening social contacts,cultivating evaluation talents,and implementing efficiency evaluation,Japan has further improved higher education evaluation institutions.The research also puts forward ideas for the future development of third-party evaluation institutions for higher education in China:First,improve professionalism.For example,build a team of professional talents,reasonably set up evaluation standards and processes,and establish relevant supervision and audit institutions.Second,maintain independence.The government should reduce external interference and clarify educational awareness;society should maintain an objective position and build a scientific atmosphere;evaluation institutions should establish correct professional concepts and improve evaluation.Third,respect personality.Such as implementing classified evaluation and building a flexible and distinctive evaluation benchmark system.
