Since the 20 th century,90 years,with the strategy of revitalizing the country through science and education and continue to advance.The development of higher education has become an important part of the national science and technology innovation-driven strategy.With the vigorous development of higher education,public colleges and universities also ushered in a period of rapid development.At the same time,the scale of the preparation of temporary workers in public colleges and universities also will be more and more,the preparation of resources in colleges and universities more and more scarce,the use of temporary workers in colleges and universities has become a trend,not only in the school’s supplementary teaching,administration,logistics,and even some of the school’s research and teaching positions,more and more staff,they play in these positions more and more role,they have become an important force in the development of colleges and universities.With the increasing number of temporary workers to enter,the public university personnel departments are facing more and more complex management problems,how to manage the temporary workers,we need to develop a more systematic human resources system,the establishment of a reasonable personnel resource assessment system,and thus stimulate the enthusiasm of the staff of the staff,as the government system for temporary workers of the system is not very sound,the policy is not very clear,the Government did not put more effort to improve the management system of temporary workers,so the entire university personnel management there is a big problem,temporary worker’s recruitment system is also facing a certain challenge.In this paper,on the basis of the investigation and study of Huaqiao University,this article fully understands the situation of supernumerary employment management of the university,analyzes various problems existing during the management process,summarizes the advantages and disadvantages of supernumerary employment management of the university and puts forward many-sided measures for the improvement,hoping to provide some reference on supernumerary employment management for human resources management departments of public colleges and universities.
