The headmaster's leadership is the important dimension for professional standards of headmasters,plays a critical role on the development level of primary school education and directly determines the school-running level of primary schools.The leadership level of headmasters in each area has a large difference.It is urgent to improve the headmaster's leadership in backward areas.In this paper,S City in H Province was selected as a research sample to focus on studying the headmaster's leadership in resource-declined cities of backward areas.This paper focused on seriously systemizing relevant literatures from the research perspective of headmasters' leadership,deeply did an investigation on primary school teachers in S City,and interviewed with headmasters.Through the investigation,existing problems of headmaster's leadership in S city were shown in the following aspects: shortage of creativity as planning the school development ability,shortage of originality in building cultural ability of cultivation,teaching ability of leadership courses to be improved,less insufficient value on teachers' growth ability,urgent improvement of optimizing internal environment ability,and ability improvement of debugging external environment,which have directly have restrained the improvement and development of headmasters' leadership in S city and affected the school-running quality and characteristics.The formative factors for existing problems in headmasters' leadership could be attributed to multiple aspects,including the lagging educational teaching and school management philosophy,rigid management system,shortage of school-running autonomy in primary schools,and no mechanism safeguard provided by governmental administrative department for headmasters' leadership.In addition,internal school and individual factors of headmasters also have affected improvement and development of headmasters' leadership.External environment in S city was important factor affecting low headmasters' leadership in S city.By referring to the above-mentioned analysis and combining with regional features of economic and social development in S city,this paper proposed the corresponding suggestion on improving headmasters' leadership in S city,including improvement of cognition on headmasters' leadership,system and policy safeguard for improvement and development of headmasters' leadership,subjective role of headmasters in school management,improvement of headmasters' leadership,and creation of good external environment.The author indicated that improvement of headmasters' leadership in S city is a key process and integrated engineering to develop primary schools in S city.The key is to begin with the philosophy,system and mechanism to fundamentally improve headmasters' leadership in S city,thus primary school education in S city enters into the sustainable and high-level development.
