Non-governmental organizations have played an important role in global and national public affairs since their emergence.Under the background of China's reform and opening-up as well as the integration of world economy,thousands of overseas non-governmental organizations came to China,and have carried out activities in varied fields.The impact should not be underestimated.International experience shows that the non-governmental organizations is a double-edged sword,they will promote the economic and social development with a good government.On the other hand,they will endanger national stability and social security.Giving China's unique condition,how to mange and guide overseas non-governmental organizations under the new domestic and international situation? How to develop their positive role in pubic affairs and promote the modernization of State governance system and governance capability? These problems need to be solved urgently.The author starts with the historical background and the present situation of overseas non-governmental organizations in China,to analyze the transition of China's management of overseas non-governmental organizations.Secondly,the author find out the problems in terms of law construction,system design and daily supervision in China's management of overseas non-governmental organizations,leading to a depth analysis of its cause.In view of these problems,Shanghai local government made attempts to explore the methods of the management of overseas non-governmental organizations,furthermore,analyzing Shanghai “Roots and Shoots” as an example,with positive impacts as well as limitations.Those provide experience and reference to further improve overseas non-governmental organizations management for the government.In the end,the author puts forward the suggestions to a better management of overseas non-governmental organizations to meet the needs of current international background and national development.From the research,the following conclusions can be drawn: the development of non-governmental organizations is a general trend.It's a necessary process to introduce and learn from overseas non-governmental organizations in order to develop the local non-governmental organizations;The management of non-governmental organizations is not unchanged.It's a dynamic process with the change of time and the condition of a country,especially for China;Innovation of ideas and the management system is important.At present,we still have a lot of problems in the management of non-governmental organizations,such as the imperfect legal system,unreasonable management and the lack of supervision,especially needing to improve the level of governmental management by rule of law.In this way,overseas non-governmental organizations are not simply passive roles.They also help to push forward the improvement of governmental management to some extent.The management of government is not to limit the development of overseas non-governmental organizations.Rather,it aims to establish a healthy and ordered system which can promote a positive interaction between the government and non-governmental organizations,thus leading to the modernization of State governance system and governance capability.
