With the rapid development of globalization,launching activities out of motherland has become the new normal for many non-governmental organizations(NGOs).At the same time,Chinese government and society continue to open up.Many overseas NGOs seized the opportunity and broadened their scope to China.They have participated in many areas.They have brought abounded capital,high-technology,and advanced management ideas.However,not all overseas NGOs were positive.Some of them who judge Chinese government through western colored lens with hypocritical humanism stir up reactionary forces and promote activities against Chinese national security.Particularly,Yunnan Province is one of the hottest destination for overseas NGOs'activities since it situated in the northwestern frontier of China with long national boundary line.Besides,Yunnan also has severe poverty issues,diversified ethnic cultures,and frequent natural disasters.More importantly,as a national experimental site,Yunnan had adopted the temporal administrative regulations since 2010.It was the first province which has regulations on overseas NGOs.Following that,the Law of the People's Republic of China on Administration of Activities of Overseas Non-Governmental Organizations in the Mainland of China was issued by the Standing Committee of the National People's Congress in 2016.This legislation,at the first time,provided norms of operation for overseas NGOs and filled up the national legal gap.The development of Yunnan overseas NGOs has experienced from lack of policy institutions to strict legal constraints.Through literature review,most of the previous research on overseas NGOs concentrated on the characteristics,development path,and social effects.Some of them mentioned the question of how Chinese government should oversee overseas NGOs.In terms of national security and national interests,those research made effective suggestions to how to regulate overseas NGOs.However,though many overseas NGOs have actively operated in China for many years and aided the development of Chinese society in many ways,there is little research on how overseas NGOs can and should develop sustainably in China.To fulfill this research gap,this research systematically analyzed the development of foreign NGOs by using overseas NGOs who operate in Yunnan as the example.It creatively considered overseas NGOs as the research subject.Opportunity and challenges occur simultaneously under new political and legal environment.This article introduces Institutional Theory of Organizational Development and uses literature review methods and interview methods to systematically analyze the institutional context of overseas NGOs.Under the changing Chinese legal and political environment,this paper proposes that overseas NGOs should correctly diagnose the institutional needs,clearly analyze the nature of institutional conflicts,and actively adopt appropriate organizational strategies to ensure organizational success.The study does not only fill up the gap resulting in lacking research on the development of in the new era,but also provides practical applications for the healthy and orderly development of overseas NGOs.
