The Operational Mechanism Of The UK Learning And Skills Committee And Its Implications For China

In the end of the twentieth Century,the world had entered the era of high-tech revolution,and the social economy required more of the basic knowledge reserves and the highly skilled personnel.The British New Labour Party had come to power at the turn of the century.Facing a series of problems including the serious shortage of skills,the inefficiency of the Further Education and skills training and the mess of the Further Education training agency,according to the provisions of the Learning and Skills Act,The New Labour Party set up Learning and skills Council to take over the planning,management and implementation of the Further Education.The Council was the most important executive body of the Further Education during the New Labour Party,and the New Labour Party had a high Expectation on the Council.The Learning and Skills Council made a great contribution to the Further Education and training of the UK.This study aims to take Learning and skills Council as the research object,delving into the operating mechanism of the Learning and Skills Council under the leadership of the New Labor Party.This paper includes four parts.The preface is the introduction,including the origin,the aim,significance,literature review and research methods,as well as the related concept definition.The second chapter is the establishment background and strategic position of the learning and Skills Council.Based on the introduction of the background and strategic position of the Learning and skills Council,we can more clearly understand the destination of the New Labour Party to found the learning and Skills Council,and we can take a general grasp of the direction of the work of the learning and Skills Council.The third chapter is the main content of this paper,mainly concerning the content of the Learning and Skills Council operation mechanism.This part explains the operation mechanism of the learning and Skills Council from four aspects.They are organization and management mechanism,planning mechanism,funding mechanism and the quality assurance mechanism.Among them,the organizational and management mechanism introduces the functions and management of the learning and Skills Council,the functions and responsibilities of each organization;The planning mechanism is the principles and priorities that the Learning and Skills Council should keep in the process of arranging further education training work;The funding mechanism expounds the process of the Learning and Skills Council funding the Further Education and the characteristics of the funding system;The quality guarantee mechanism mainly explains the causes of Learning and Skills Council made the brilliant achievements.The last chapter is the enlightenment on China that the Learning and Skills Council operating mechanism made,making a summary of the experience and weakness of the operation mechanism of learning and skills Council and beneficial experiences of the New Labor Party.All these have many good enlightenments on China.
