China is in a critical period of transition from middle-income to high-income countries, but the proportion of Chinese emerging industry and the service industry is far lower than the same level of development of the emerging market countries, for the success of the "middle income trap",we must pay attention to the human capital accumulation which the development of emerging industries and the service industry needing.Infants of 0-3 years old is the critical period of children's growth and development, the influence of the intelligence development is important,long-term and irreversible on the development of human body, and human capital investment return rate is the highest in early childhood. However,a large number of 0-3 years old children in developing countries have a serious problem of ability development lag,the development of intelligence and motor ability of 6-12 month old children in poor areas of Western China is lower than the average level of children. However, there is a great relationship between the parenting practices and the development of children. In this paper, based on the analysis of the data of the investigation and analysis of the infants and young children aged 0-3 years old in poor rural areas Shaanxi province and their caregivers and families in the infant nutrition and health program,we understand the status of caregivers feeding practice.identify the influencing factors of infant feeding practice in poor rural areas and put forward the corresponding policy suggestion for infants feeding practice problems for our government and health departments to carry out on parenting behaviors of children in rural areas to provide the reference. The project using stratified random sampling method, select the poor rural areas of Shaanxi province add up to 1228 children aged 0-3 in 351 villages were investigated samples, and were followed up in October 2014.We collected the basic information of the infants and their guardians and the family, and the basic conditions of parenting practices. This paper research the influencing factors of infant feeding behavior of infants in Shaanxi poor rural areas from the three aspects of infant personal factors and caregiver factors, family factors. We use STATA13 software package for sorting and statistical analysis of data, enumeration data are described by frequency, using descriptive analysis,T test and analysis of single factor and multi factors OLS regression analysis and other statistical methods generally. The results show that(1)In poor rural areas, about 1/3 of infants and young children are not raised by their mother, mainly are the child's grandparents;the education level of the caregivers is lower, and the caregivers are older, some caregivers do not have a mobile phone;the majority of the infants families in poor rural areas are not able to achieve Internet coverage.(2)In the feeding of infants and young children on the diversity of food:some infants and young children can't fully guarantee enough food type, balanced nutrients. In the intake of micronutrients, about 1/3 of infants and young children did not add vitamin AD and iron, which have important effects on growth and development. In parenting behavior, most of the caregivers do not use the book to tell the story to infants,do not play games and with infants,do not sing to children,in addition,in infant discipline, more than half of the caregivers frequently use spanking parenting style, the parenting style performance is more obvious in male infants.(3)In poor rural areas, infant gender, education level and age of caregiver, whether the caregiver has a mobile phone, whether the infant family can achieve network.which are the mainly factors to influence the feeding practice.According to the conclusions of the study,we propose the following policy recommendations:(1)To improve the education level of the rural population, especially the education level of the guardians;(2)Improve the degree of Internet penetration, increase the access to rural areas of knowledge;(3)Strengthen the propaganda and guidance of scientific upbringing, popularize infant nutrition and parenting knowledge;(4)To carry out a more comprehensive and in-depth study of the factors affecting the infant's parenting behavior in rural areas, and to provide more basis for policy formulation.
