Based on the research on the process of education policy and public policy test,this paper first constructs the theoretical system of the experiment process of education policy according to the theory analysis and phenomenon analysis,and then discusses the process of the experiment of education policy in our country and the process of discussion.To improve the current situation of our country's education policy test,the author puts forward some suggestions on improving the current situation of the education policy test in China.Therefore,this study will discuss from the following five aspects:The first chapter: the basic concepts of the educational policy test process.From the two dimensions of connotation and extension,the scholars have referred to and summarized the concepts of "public policy","public policy test" and "public policy test process",and defined the concept of "education policy","educational policy experiment" and "educational policy test process",and on this premise,clarify the educational administration.The five-basic links of the test process,namely,test selection,test planning,test organization,test evaluation and test promotion,further determine the logical starting point and basic category of the educational policy test process to build the basic theoretical system of the educational policy test process.The second chapter: the basic theoretical research of educational policy test process.First,it expounds the theoretical basis of three aspects of "the process of educational policy experiment" : one is the subjective education policy view of the basic guiding ideology,which can guide the research to establish the objectives,principles and evaluation criteria of the education policy test;the two is the political process theory as the basic analysis perspective,helping the study to interpret the shadow.The key external variables of the education policy test;three,the progressive decision-making theory and the policy diffusion theory,which are the main analytical paradigms,can guide the study to analyze the internal logic of the education policy test.Secondly,starting from the logic of ought to be,it explains the inherent regulation of the five-core links in the process of educational policy test.The third chapter: the reference research of Japanese educational policy test process.This chapter takes the theoretical system of second chapters as the research standard,namely the five links of the educational policy test process,analyzes the present situation of the test process of the Japanese education policy,and corresponds to the five basic links,and analyzes the advantages and disadvantages of the test process of the education policy of Japan on the test process of our country's education policy,and then summarizes the more possible.To improve our educational policy test process,we can draw inspiration from it.The fourth chapter is about the experience of the reform of the three key educational system since China's reform and opening up,taking the present situation of the "reform of the college entrance examination" as an example,we still take the "five basic links" as the standard to analyze the problems in the process of education policy test in our country,and to find out the original problems that lead to the test process of the education policy in our country.Because.The fifth chapter: the research on the improvement of the experiment process of education policy in China.The fourth chapter puts forward the problems and the reasons put forward in China's education policy test process test evaluation of contradiction,education policy should be an objective assessment of the test process and the principle of fairness,education policy evaluation test process should accord with the test principle,test process should improve the education policy of China's basic education thinking,test education policy promotion test should consider education reform and development direction of the six aspects to discuss how to improve the education policy in our country during the test.
