The Research On The Promotion System Of “two Types” Responsibility Of Enterprises In Changsha, Zhuzhou And Xiangtan

The problem of resource and environment in China had become increasingly seriously, as a social citizenship, the enterprise is responsible for sustainable development. To fulfill social responsibility is a new task for our corporate, and the social responsibility of resource conservation and environmental protection is a new proposition.Combining with the theory of corporate social responsibility, this paper studies in parallel two kinds of corporate social responsibility that called "conservation of resources" and "protecting the environment" takes "two types" responsibility as a starting point of corporate social responsibility research, focus on the study choice in the enterprise, resource-conserving and environment-friendly responsibility to promote the system to build on.This paper argues that, to build resource-conserving and environment-friendly responsibility promoting system, is not just their own work, but also the responsibility of the government and the public. Therefore, in building resource-conserving and environment-friendly responsibility promoting system, consider the combination of the enterprise’s internal and external aspects. Internal two-oriented responsibility system, includes a variety of two-oriented related measures and reference index:internal organization, management, implementation, evaluation, supervision. Outside the enterprise, resource-conserving and environment-friendly responsibility system, includes two-oriented related measures which operated by the government and society:the implementation of the standard system, planning system, policy and legal system construction, service platform system, administrative system, social supervision system, as well as a variety of reference index.Finally, this paper made a further analysis as the Specific case of Liuyang Southern Cement Company, Illustrates the Necessity of build the system.
