Affordable housing system is an important measure to improve the living conditions of low-income families, to promote the healthy development of the real estate market and the realization of social stability. Public rental housing is an important part of affordable housing system in our country, especially in 2014 since the merger of public rental housing and low rent housing, public rental housing has become the main form of China's affordable housing. Since the establishment of the system of public rental housing, it has made an important contribution to protect the people live and work in peace, and also make social realize long period of stability. But the distribution process of the public rental housing, especially in the allocation method still exist a lot of problems,which will cause a certain impact on the implementation of efficiency and fairness of the distribution of housing. This paper based on the study of foreign country's theory of TTC matching mechanism, this approach will be applied to China's public rental housing in the rental process in order to solve this problem. The results show that, by using this mechanism can effectively solve the problems existing in our country's existing public rental housing allocation method in question, so as to realize the fairness and effectiveness of distribution.This paper is divided into six parts. Firstly,I put forward the question and introduce the selected topic background and significance; and introduce the present situation of the domestic scholars'research on the problem of allocation of public rental housing, and a brief review of the research on the issues of efficiency and fairness; Then I studied the priority and matching mechanism problems of China's public rental housing, also include the implementation of the housing system and the matching results of some cities in China; Based on the comparison of common used matching mechanism, found the most suitable matching mechanism. Third chapter is the description of public rental housing vacancy distribution problems, then explains the improvement of China's public rental housing vacancy distribution of TTC mechanism; The fourth chapter firstly explain the meaning of the occupied public rental housing, then put forward the problem of the matching mechanism existed in this case, finally to improve this situation by using the TTC mechanism; The fifth chapter is the improvement to the all occupied public rental housing exchange mechanism. First of all is to explain the meaning of the full occupied public rental housing, then introduce the TTC mechanism in this situation,finally to improve this situation by using the TTC mechanism.
