Since 21 century, Chinese commercial housing price has been rising. The emergence of affordable housing has eased the housing difficulties of low-income families to a certain extent. Public-Rental-Housing (PRH) was originally designed to solve the housing problem between low rent housing and affordable housing, however, in practice, high rents, abandoning rent, disordered pricing methods serious impact on the sustainable development of PRH. The latest "Thirteen Five" Plan draft made it clear that the coverage of PRH expand the scope of non-household population, also governments have pushed the monetization of PRH, all of these measures have put forward new challenges to the existing PRH pricing mechanism.(1) PRH is affordable housing with multiple attributes. This paper reviews the theory of social security, land rent theory, housing gradient consumption theory, the theory of fair efficiency and system optimization, which are the theoretical basis of the study of PRH;(2) Because there are differences in the social development level and economic level of different regions, so the PRH pricing mechanisms are also different. This paper introduces PRH rental pricing methods of domestic and foreign cities, and learn some of the ideas to establish the evaluation index system of PRH pricing mechanism.(3) This paper focuses on the estimation model of PRH price, and takes Suzhou city as an example to make empirical analysis. To ensure the accuracy of results using principal component analysis method of screening sample cities, with gray correlation analysis method and entropy weight method to calculate the degree of association between cities and finally use exponential smoothing method to establish a rental price estimation model. Then get Suzhou City PRH rent price range and the results compliance with security and affordability test, the price range was divided into three types by the different rent standards.With the development of PRH, how to make public resources to play a proper role in the completion of its mission is the real need to be resolved. Through qualitative and quantitative analysis, this paper provides the theoretical support and policy recommendations for the long-term development of PRH.
