Due to the rapid development of the economy, our country's high-speed rail project also get swift and violent development, and whether the high speed railway construction technology or the risk management in the process of construction had very big enhancement and development. But compared with some developed countries, there were some gaps on the consciousness of the risk management of construction enterprises and on the overall level of project risk management level in China. in order to reach a higher level, the high-speed rail project risk management research in China still need to constantly explore.Compared to other engineering projects, the high-speed rail project had the characteristics of long construction period, complex construction technology, various factors of variability and uncertainty, complex of geological environment. So it was safe to say the risk management of high speed railway construction project was a very complicated work, and the contractor in the risk management was likely to cause losses because of the insufficient understanding of the construction risk or the lack of the understanding of risk events in the construction. Therefore this paper closely combined the construction condition of Shanghai-Kunming high-speed Hunan CKTJ-2 blocks. In order to realize the high-speed railway construction project risk level of the overall assessment, and put forward specific risk coping strategies, this paper done the research on risk management of the block by combining the risk management approach of analytic hierarchy process and the cloud theory.In this paper, the concept and definition of risk and risk management was firstly defined, it pointed out that done the research on the theory of risk analysis must first understand the risk and risk management. And procedures for risk management on construction project were discussed in this paper, it pointed out that such a complex system for risk management should be how to carry out risk identification, risk analysis and assessment and risk control. On this basis, the cloud theory was introduced, and the risk assessment model based on cloud theory was constructed in this paper, in order to construct the risk evaluation index system, the possible risks in the process of project construction was determined in combining with the actual condition of Shanghai-Kunming high-speed Hunan CKTJ-2 blocks and basing on the perspective of risk management and the characteristics of the high-speed railway construction project.Then using the risk management approach that combined the cloud theory and analytic hierarchy process to identify the indicators to evaluate risk, calculated the proportion of each risk by analytic hierarchy process, and then transforming qualitative risk assessment into expectations, entropy and hyper entropy can be calculated through the mapping of cloud, finally calculating the risk assessment according to the laws of arithmetic of cloud. The model not only solved the problem of qualitative as quantitative transformation, improved the scientific nature of the risk assessment, but also implemented the overall assessment on the risk management level of the project construction.This article explored the construction of risk management through Shanghai-Kunming high-speed period of Hunan CKTJ-2 blocks, improving the risk management consciousness of overall construction enterprise, making effective risk management work, which would make the risk management of construction enterprises obtain certain achievement and achieve the goal of construction project as a whole. The practice of construction indicated that improving the importance of risk management of construction and grasping the engineering project risk of overall construction, would be possible for effective risk management and reduce the occurrence of risk events.
