The Pan-Beibu gulf economic cooperation zone is an emerging sub-region under the framework of China-ASEAN comprehensive cooperation. It covers countries including Philippines, Malaysia, Thailand, Brunei, Singapore, Indonesia, Vietnam and China. In the trend of world development becoming regionalized and integrated, the Pan-Beibu gulf economic cooperation zone will respond "the Belt and Road" initiative, to build close relationship between China and ASEAN island countries through economic cooperation, so as to contribute to the overall relationship of CAFTA promotion.Based on the analysis of the research literature about the investment environment in the Pan-Beibu gulf economic zone, this paper adopts the PEST and literature research method,to analyse the investment environment of the countries in the Pan-Beibu gulf economic zone according to the factors of hard environment and soft environment, such as geographical location, natural resources, infrastructure, politics and law, economy, society and technology. This paper also adopts the Z-SCORE standardization and principal component analysis method, using SPSS software, choosing the main influencing factors, so as to calculate the soft environment, hard environment and the overall comprehensive investment environment.The research results found that Brunei is rich in natural resources, but Philippines and China both are poor of it; in the infrastructure, Singapore, Malaysia, Brunei and China all performed well but Indonesia and Philippines scored lower. It is considered that Brunei is the highest, Singapore and Malaysia are the second, Indonesia and Philippines are the lowest in the hard investment environment evaluation. And in politics and law, Singapore topped the list, Brunei and Malaysia are second, China and Vietnam underperformed; in economy, Singapore, Philippines and Malaysia all are at the top, but Brunei is at the bottom; in society and technology, Singapore continues to lead, Vietnam, Indonesia and Philippines are at the bottom of the countries. It is considered that Singapore and Brunei are the highest, but Indonesia and Vietnam are the lowest in the soft investment environment evaluation. Finally, according to the research results, this paper puts forward some suggestions on the investment of Chinese investors.
