Since 1978 China's reforms and opening-up, especially after China's accession to the WTO and implementing a series of preferential policies for the western development, foreign investment in China has been increasing rapidly. In the new stage of development, the enterprises that invested in China have markedly improved in enterprise-class, while their goals and ideas have also changed that no longer only concerned about the short-term goals such as profit and tax preferential policies, but more concerned about long-term development factors such as expansion of the space industry, Changes in the market, technology and talent source, the stability of enterprises etc. Therefore, at this stage, foreign investors more concerned about the soft investment environment's change, and relatively speaking, the hard environment of the importance of competition decreased significantly.As a new hot zone of China's economic development, Guangxi Beibu Gulf Economic Zone is not optimistic in scale and quality of foreign capital. That is mainly because there is still a certain gap compared with advanced cities at investment environment, especially the soft environment.This paper firstly expounds the basis of subject and significance of study. After systematically introducing the concepts of soft investment environment, international direct investment and related theory, it tries to analyze, on the perspective of the Government, the problems in Guangxi Beibu Gulf Economic Zone's using foreign capital and introduce ideas and countermeasures for improving soft investment environment of Guangxi Beibu Gulf Economic Zone based on the advanced experience of domestic and overseas cities and countries.
