Chief ecological environment is the assembly of various objective factors which has direct or indirect links with or influence on executive and administrative system. Both natural environment and social circle are included. Government's action will play an extremely important role in the construction of Beibu Gulf Economic Zone, not alone the construction in chief eco-environment. Because of the impact and constraints that government's actions and chief eco-environment have on each other, it can be estimated that development of Beibu Gulf Economic Zone will affected by the relationship between the two. Riggs's work on study of chief executive ecology provides us with new research methods.However, Rigg's theory on executive ecology neglected natural factors due to limits of history and society. What's worse, reserchers from home and abroad contributed little study on such sphere. This passage talks about how to improve the loss of natural factors on executive ecology in three social types through agriculture, industry and transition. Then, it will discuss the effect between natural factors in eco-environment and government's action, and, at the same time analyze natural factors of Beibu Gulf Economic Zone in eye of chief executive ecology, mostly from natural factors. In the process, theory of sustainable development concept and location along with methods of literature analysis and comparative analysis will be used. Hope this can be the basis to raise some suggestions to the government on the construction of chief eco-environment in Beibu Gulf Economic Zone, draw attention from academia on natural factors while researching on chief eco-environment and also serve as reference on the construction of Beibu Gulf Economic Zone.
