The Economic globalization is developing quickly with the era of the new economy. The enterprise is facing tremendous changes. To survive in this mew environment, the enterprise must improve the internal management level and enhance the competitiveness of enterprises. The effective performance management system is the basement of the improvement of the internal management. This objectively requires not only rely on the observation of the current financial indicators to evaluate the business performance of the enterprise, more attention should be paid to the internal and external factors. People gradually found the decisive role of the intangible assets in the field of management, and the value of performance management system is analyzed from the perspective of enterprise strategy in the growing competition. The performance management is the important function of human resource management department, it exists complexity and has some dependence on the tangible assets. So the management of enterprise must delve into the strategic choice, operating control, potential mining in order to improve the enterprise value chain and realize the enterprise vision. The challenge that the enterprise management is facing is how to design a scientific method to design a set of performance management system. The common performance management tools in the world are:MBO, KPI and BSC. The balanced scorecard has four dimensions of index data to evaluate the consistency of enterprise's forward direction and strategic objectives. It can not only help companies adjust the direction of development, but also strengthen the factors that are beneficial to the development of enterprises and revise the factors that hinder the development of enterprises. The balanced scorecard can enhance the communication between the upper and lower levels. So that the employees can understand their work and performance will affect the overall strategic objectives of the enterprise. The balanced scorecard makes the enterprise to detect the minor deviations in every level in time and adjust the adjustment in time.In our country, the application papers of Balanced Scorecard in the government and the large enterprises is more, but the research on the small and medium-sized enterprises is not much. So this thesis will focus on Tianjin Huantong Electronics Computer Co. (hereinafter referred to as Computer Company) which is in maturity and its performance evaluation method has reform needs. By referring to a large number of documents and combining of theory and practice, it analyzed related theory. After analyzing the status quo of Computer Company, it made an analysis with the necessity and feasibility analysis of the performance management system.It used of a combination of inductive method, five forces model, comparative and SWOT analysis etc.It has some practical significance for the enterprises to fully understand the current situation of business management and accelerate the realization of the strategic objectives of the enterprise, it can also standardize the internal process.
