An Empirical Analysis Of The Impact Of Patent Incentive Policy On Patent Application

Since Shanghai implemented the first local patent policy in 1999,patent policy has been widely implemented in various provinces currently.Patent policy is an important guarantee to promote patent creation,encourage innovation and improve competitiveness but it also has a negative impact on the quality of patents,patent structure,etc.In recent years,the research on the influence of patent policy on patent industry has gradually emerged(Xiaodong Yuan,2011;Xuxiang Tang,2014).However most of the researches are only on the Patent application financing policy.Whereas from the systematic interpretation of policy text,we can see that demonstration enterprise incentive policy and patent comprehensive subsidy policy also aim at promoting patent creation and have a direct impact on the patent application.In practice,the local government statistics on the number of patent applications and other information every year but did not follow the policy evaluation model to assess the patent policy.Therefore,in this paper,the three types of patent applications-Patent application financing policy,demonstration enterprise incentive policy and Patent comprehensive subsidy policy that have a direct impact on the patent policy is referred to as the patent incentive policy.On the basis of clear concept,we discuss the influence of the patent application quantity through the empirical method,and put forward the suggestion according to the conclusion of the data.This has both theoretical value and practical significance.The Yangtze River Delta region is the most powerful economic center of China according to comprehensive strength by the central government.At the beginning of 2016,the national development and Reform Commission once again clearly define the status of The Yangtze River Delta region--focus on upgrading the overall international competitiveness.However there is no research on the patent policy of the Yangtze River Delta region.In this context,the three types of patent policy of"three provinces and one city" in the Yangtze River Delta are analyzed in this paper.On the basis of systematic review of patent incentive policies,we use empirical methods to understand the impact of the number of patent applications in the dimensions of the patent type and the patent applicant,determine the policy performance,and put forward the corresponding countermeasures and suggestions,in order to promote the development of the patent industry in the Yangtze River Delta region on the practical level.This paper uses non parametric test methods of two independent samples analyzed in six main parts.In the introduction part,the research on related topics at home and abroad is discussed,and the research methods and the structure of the arrangement are introduced.The second chapter is the basis of this study which defines the basic concepts and theoretical basis and introduces the development status of China's patent cause.In the third chapter,we make a systematic analysis and text analysis on patent incentive policies in the Yangtze River Delta region.The fourth part is the empirical analysis part,we collect and analyze the relevant data of the patent incentive policy.The fifth chapter is the main conclusions,the existing problems and suggestions based on the data analysis;the sixth part is the summary of this paper and the future research prospects.
