Research On The Constraints Of Rural Land Transfer In China

China is a large agricultural country,but it is not a powerful country in agriculture.Due to the low productivity of our country agriculture science and technology content,restriction of land fragmentation,family oriented and other objective factors,resulting in overall agricultural production efficiency is low,serious impact on the China on "45" the comprehensive construction of well-off society in the process.In order to improve the agricultural productivity and realize the agricultural modernization,we must promote the circulation of rural land and realize the scale management of agricultural land.Firstly,this paper reviews and analyzes the situation of rural land transfer from the perspective of institutional change after the founding of our country,and analyzes the influence of land circulation on the current situation of land circulation in China.Then,from the two aspects of the system and the non system,the factors that restrict the rural land circulation in our country are analyzed.The conclusions of the study show that the constraints of the circulation of the rural land in our country institutional factors: the relevant legal system of land transfer market development,urban-rural dual system of household registration system in urban and rural areas "dual system" structure,to be a perfect social security system,and so on.These factors make the current transfer of rural land market transaction costs are too high,seriously restricted the number of land transfer.To this end the government should be based on the actual situation of the appropriate lifting of the relevant market restrictions,reduce transaction costs,the release of market potential.China's rural land circulation of non institutional factors restricting the: lower and lower quality of peasants,employment level,employment stability is poor,demobilized income level low,these factors influence the farmers expected,reduce the willingness of farmers to transfer land,influence the farmers to transfer behavior,thereby affecting the number of land transfer transaction.Therefore,the promotion of rural land circulation in China from the two aspects of the system and non system.
